Several months ago, the establishment of a New Capital was issued, creating a great deal
of controversy that finally ended for one reason or another. Then, a complete project
for the new City appeared during the Egyptian Economic Development Conference
(EEOC). The project was contracted with an Emirati company. The response toward the
project varied, some approved and were and fascinated by the project, and others
disapproved and restrained Once again, a great deal of controversy was created; is it a
new capital for Egypt or anther an urban expansion of Cairo City? Is it an administrative
district or a political capital? Is its location an appropriate choice?
I will try to present my point of view by answering a number of questions.1’11 start
with do we really need a new capital, and what is the appropriate methodology needed to
achieve the best results and what are the steps that should be followed; who has the
authority to take the decision of establishing the New Capital, finally I will clarify why
is the establishment of the New Capital is a serious step toward the “dinosaurs Capital’;
And \A/hat is actually the meaning of the uncontrollable growing Capital city.

Cairo has been Egypt’s capital since 969 AD, i.e.
since more than one thousand years. The Fatimids established Cairo as the capital of
their empire, north of el Askar city. In its early phases, it consisted almost of gardens,
wide straight streets and public squares. Later, during the Mamluk era, it started to
change significantly.
