Al Masjid at the beginning of Islam is not only a radiation center of Islam
instruction civilization, but also is the center of science and culture,
judgment, caretaking of people’s affairs of Religion and life. Discussion the
problems of the society and city affairs, the duty of man is to order and
direct to favor and to forbid the bad doings, with all the Islam values that
the man collected from religion education to be a model to others.
Rectification is a responsibility of the society, represented by the judge, and
whom appointed to do his instructions as “Mohtaseb” the instructor who
characterized the Muslim city at the beginning , his job is to be conservative
to the Islam value, the social behavior, the general securi ty, observing the
application of Islam instructions and Religious Duty as direct people to Al
Jomma praying and Fasting Ramdan, Re forming the behavior of men and
women in streets, also preserve buildings and street and mosques cleaning
and water supply, lightening, for example in Morocco at Fass city the
instructor is responsi ble of water and distribute it between districts and
cities.
