The same concept should also be adapted through-out the implementation phase that

usually faces obstacles and constraints implying modification and adaptation. lf
deviation is allowed throughout the process in absence of criteria and control, it would
waste of all previous efforts paid during planning and implementation phase, as the
reality would deviate from what has been relying upon, and the plans would turn into a
distortion worse than absence of planning itself.
Planning is not only relevant to levels of hierarchy , but also to its fields and
sectors that require grading among their various elements and components. Economic
Planning, for instance, should generate from specific plans to various economic
activities such as industry agriculture, trade, tourism etc. These sectorial plans should
be integrated to formulate together the overall economy master plan, as it would be
impossible to properly plan for a field or sector in isolation from the effect of parallel
ones. Accordingly, Global Sectorial Plans tie together their various elements within a
global frame work that facilitates achieving their goals. Such frame work cannot be
addressed within sectorial planning level as it is related to common bases and tools
such as legislations and administrative systems globally governing all economic
activities.
