Definition of the “Smart city”:
Sustainable Smart City is an innovative city based on the use of Information and
Communication Technologies (ICT) and other means to enhance the quality of life,
efficiency of operations, urban services and competitiveness to ensuring the needs of
present and future generations in terms of economic, social and environmental aspects.”

Since more than a decade, the concept of smart city has emerged and soon many cities
in the world have become following the smart city model and described herself as a
“smart.”
the most acceptable definition of smart city includes that the city is an urban-scale city
uses digital information and communication technologies to improve the quality and
performance of urban services, to reduce costs and resource consumption and to
improve contact between citizens and government.
Existing initiatives about the “Smart City” under the auspices of the giants of digital
technology such as Cisco, General Electric Siemens, Philips and IBM has helped in
confirming this understanding. Even at the academic level, it has become possible to
obtain a master’s degree in smart cities’ program offered by the University College
London.3 According to some of the literature of urban planning, the smart cities are
far beyond understanding of most analysts, writers and specialists, and in spite of that,
there are still some differences when we need to define the term of a smart city. But the
main dilemma is that focusing on smart cities omitted an important question about the
role of intelligence that has been linked exclusively to the use of information and
communication technologies in achieving sustainable life in the city to ensure a better
life for its residents and visitors.
